Purpose

Under the direction of the Director of Government Affairs, the Government Affairs Manager serves as an advocate for the company's policies and objectives in matters before state legislatures, state and federal agencies, and other relevant governmental bodies. In this role, the Government Affairs Manager for North America leads and coordinates Halliburton’s advocacy efforts across the region, representing the company’s policies and objectives. This externally focused role is dedicated to building and maintaining strategic relationships with government officials, business councils, and trade organizations to advance company interests. The position is critical to influencing policy outcomes, managing regulatory risk, and supporting compliance and transparency in all advocacy activities.

What You'll Do

  • Serve as the primary advocate for Halliburton’s positions on legislative and regulatory matters, analyzing and monitoring proposals to assess their impact on the company
  • Develop and implement strategies that support Halliburton’s objectives, ensuring alignment with evolving governmental and regulatory landscapes
  • Represent the company in business council activities and trade organizations, addressing issues of strategic importance
  • Oversee compliance with all applicable federal and state lobbying and ethics
  • Lead or contribute to the production and distribution of communications related to government affairs and outreach to stakeholders
  • Maintain a high level of contact with government officials and ensure thorough knowledge of government procedures and processes
  • Provide timely policy updates, risk assessments, and briefing materials for senior leadership
  • Collaborate internally with Operations, Legal, HSE, and Communications teams to align messaging and strategy

What We're Looking For

  • Bachelor’s degree in public policy, political affairs, energy-related science, or a related field; a graduate degree is preferred
  • 5 - 8+ years of relevant experience in government affairs, advocacy, or related discipline
  • Demonstrated excellence in personal communication skills and the ability to work effectively in a team environment
  • Proven experience in managing complex regulatory and legislative issues, with a strong track record of relationship-building and strategic influence


This role requires a proactive leader who can navigate complex governmental environments, drive advocacy initiatives, and ensure Halliburton’s interests are effectively represented across North America and the Americas
